I also vote for speakers first, then wait around until a good vintage amp comes up at a decent price.
In my case, I've done it backwards (amp appeared first). I picked up a late '70s Sansui AU919 integrated amp. I don't claim to be an audiophile, but I find it has very clean uncoloured sound (depends on speakers of course). Love the design, overbuilt construction (65lbs) and tactile controls.
The AU919 (and a 70s analog FM tuner) replaced my 'modern' Sony receiver when it went belly-up. I found it wasn't worth repairing this, and new stuff was completely unsatisfying unless spending a LOT.
