Why would they want to suddenly come here if there is no conceivable means of maintaining themselves? If we are a land where the unmarketable can make a comfortable living (ie. via government transfer of wealth, called welfare system), then is the problem really of immigration control or a problem of unjust redistribution? So long as the drastic economic incentive is there, do you honestly think then the flow of moochers could possibly be stopped without engaging even more economicly inefficient institutions such as an enormous border patrol and internal ID check system?
It reminds me of the recent episode of a California city council (was it San Francisco?) deciding to give a stipend to the homeless in order to get them off the street. The result was a sharp rise of homeless as they immigrated from neighboring counties and states. Laws of uninteded consequences, that's how the market place works, for goods, currency and labor. It's doubtful erecting a ring of high walls around the city would stem the flow. Likewise, in the case of national immigration, in the first 100+ years, the US had an open border policy regarding immigration. Somehow, the immigrants managed to find productive occupations for themselves despite repeated dire warnings to the contrary. In the past 100 years or so, immigration restrictions were introduced under labor union pressure and nativist agitation. The only observable difference seem to be the growth of beauracracy, lawyers and ethnic "leaders," none of which seem to be really productive enterprises; nor would an enlargement of border patrol. On the other hand, scrapping minimum wage laws and stop welfare as we know it will go a long way to ensure only those who can maintain themselves would ever consider relocating here.
