I'll go along with Mike, don't insulate the underside of the roof. The ventilated space between the floor & the roof will make it useless to insulate the underside of the roof.

What's loose on the attic floor? I had shredded fiberglas in my old house, I added a layer of non-faced fiberglass blanket. I laid it across the joists, not parallel to them. It made a big difference, even without doing anything to the walls.

Got soffet vents? Staple something across the trusses so your new blanket insulation doesn't block off that ventilation.

If yours is OLD loose stuff, you might want to test it for asbestos. Or maybe don't open up a can of worms... Either way, get a mask when you go up there.
