I thought kneewalls were the 'skirt' around a house that's built above a slab. Sorta like the skirt around a mobile home. I was confused...
OK, I think I get it... The peak of your roof is above the middle of the ceiling, but the raingutters are maybe at 2nd floor level? Crawlspace is outside of the room. Crawlspace is (or is not?) connected with the attic for the purpose of ventilation?
So insulate the wall between the 2nd floor room & the crawlspace. The vapor barrier should be on the room side. Sounds like that's backwards. You want to prevent moisture (from the house) from getting into the insulation. Probably the PO insulated this long after construction. He didn't want to re-do the wall itself. Maybe the paint/wallpaper in that room provides the vapor barrier, so then slit the kraft paper with a knife. That way moisture won't get trapped in the insulation. Add insulation in the crawlspace but make it porous.
The crawlspace should be ventilated to outside, to prevent moisture & rot. Some kind of vent would be good in there.
Between 1st & 2nd floor... Is that air 'connected' with the crawlspace? If so, you probably only have to block it off. If that air doesn't see the cold crawlspace, it's OK.
