So you came off the on ramp at 40+. 40 plus what? 40 plus 20 maybe?
Clocked means using distance and time to travel that distance to calculate speed. You seem to be describe pacing where the cop will match your speed and ticket you based on his speed. This is likely the estimated option.
Under clocked, the cop will time how long it takes you to pass two fixed objects, perhaps a light, sign post, or white stripe across the travel lane and a second fixed object a know distance away. A simple calculation v=d/s and he has a clocked speed. Doesn't matter how fast he goes to catch you, he already knows your speed.
