I'm partial to the 9000 hatchback. If you were to get a '98 CSE, or perhaps a 97 9000 Aero, you'd get the 225 hp engine and stiffer suspension. I always thought the later model 9000 CSE suspension was too soft. But that's a personal preference thing, and you'd have to test drive them to see what you think. If you get one with 200 hp engine, it's easy to upgrade with a chip. Your shopping will take longer than if you go for a 9-3, however. I would encourage you to at least test drive one.
That said, 9000's have several issues which have to be addressed for the car to be considered reliable. That is, you have to make sure the previous owner has taken care of some of them, or expect to do it yourself. Like the heater core, for example. If you like the 9000, check out quasimotors.com for 9000 issues, and that can guide you in your car search.
I agree with your safety emphasis. Volvo has developed a deserved reputation for safety, but Saab's numbers in safety studies are truly exemplary, although the public is generally unaware.
