A package of Sylvania CFLs that I recently bought states that:

"Light output has more than 5% decrease when lamp is used in base-down position. LAMPS OPERATED IN RECESSED OR ENCLOSED FIXTURES WILL HAVE REDUCED LAMP LIFE" [caps added].

Apparently, heat and orientation have some effects on light output and longevity.

I also suspect that the manufacturers are counting on most people not keeping their receipts for light bulbs!
