Many cars (notably anything recent by GM) use their parking lights as DRLs - that has replaced the "dipped high beams" GM was previously using, and was a notable improvement. I'd say, a good thing - they do every bit the same job as white headlights, but as less glare for oncoming traffic.
Driving with foglights and ESPECIALLY driving lights in traffic is terrible, however. Most drivers don't know whether "those extra lights" are for fog or out-in-the-middle-of-nowhere lights, and leave them on all the time. Driving lights on many Chrysler vehicles are awful for oncoming traffic - proper foglights really don't add much glare but are obviously pointless. What I find worse are those APPLES who have their REAR foglights on - all you Audi/Jag/Benz drivers who have no clue what that button on the dash is need to compliment your ride with an education. Those things are TERRIBLE for drivers forced to follow you.
Buying a car with "features" should come with a training seminar. Too many people are driving cars with components they simply don't understand!
