I too live in a rural area, and I use my fog lights to help me see the un-lit road-side. I also use them in the rain, snow, and fog. My reasoning is this: If I see the deer, or the 'coon, or the whose-ever-eyes reflecting my way, that's better then not seeing them. Just because it's rural, doesn't mean we're driving fast. Some places see higher speed than others, but not all rural roads are fast ones. Conversely, just because you're going slow doesn't mean that you need the fog lights. As Noel pointed out, well-lit urban or suburban areas have so much light available, fog lights, and even headlights sometimes, don't make much difference. Does that mean we should turn them all off? Nope.
I find that most fog lights do not produce much additional glare, because they should be aimed low, and not up. In that sense, I don't mind proper fog lights.
Driving lights, or fog lights mounted to the grille of a lifted SUV/P'up, that's another story.
I know that in CA, it is a state law that fogs are not allowed to be on except in snowy, rainy, foggy, dusty, etc. conditions. I also have never heard of anyone ever being cited for this.
If someone's lights are obtrusive, then they are showing a lack of consideration to other drivers. The sad thing is, 99% of the time, that's a result of one of two things: A) They know full well that their lights are brighter than they need to be when sharing the road with other traffic but choose to do it anyway for the "look at me" factor or because they are self-righteous, pompous, immature, or otherwise inconsiderate. And, B) the more common reason, they just are clueless to the way their car works and how that affects other travelers.
In a lot of ways, I'm with you scottg. And trust me, I respect you enough to aim my lights properly, and turn off my high beams when I see you coming. Driving at night isn't really very safe at all, and SHOULD be taken very seriously. But again, it's our God-given right to be out there, right? ;o)
