The worst offenders I think are the new Silverado's. The design/aim of the headlights out of the factory isn't right. Every time I approach one of these on a dark night I think "this idiot needs to turn off his high-beams". When I get up to the vehicle, I realize they are his low-beams after all. I wonder how many of these drivers get flashed with the other car's high-beams when approached.
On a side note, one of my previous vehicles, I used to drive with the fog lights on all the time. If I didn't, the oncoming driver would flash their high-beams at me, thinking I had my high-beams on, when I only had the low-beams on. If I had the fog lights on, I would almost never get flashed. Fog lights off, I would get flashed by 1 out of 4 vehicles. I had the alignment of my headlights checks by two separate shops and nobody ever found a problem. Again, I blame poor design out of the factory.
