I disconnected the DRLs on my 9000 the day I bought it as a used car. Don't like 'em. Would like to do the same on my wife's 9-5, just not sure how. The argument can be made that if most cars have DRLs then the ones without them stand out more. Whatever. There's nothing wrong with parking lights as a substitute, IMHO.
I don't have a problem with driving with fog lights on. In fact, mine are on whenever my headlights are. I live in a fairly rural area and they put out some very useful light on roads with no real shoulders and no street lights. It's nice when going from high beam to low to have the extra light to the sides. In well-lit urban or suburban areas fogs are purely for looks, but for the most part they are not all that glaring, especially since the factory ones on most cars are pretty useless.
It's the add-on "driving lights" that ricer boys and 4WD dudes put on their vehicles that bug me. But I don't see them being abused all that much. And even when they are, they are gone by quickly enough and if they are behind you you can let them pass)
As for rear fogs, they are great to have when needed, but as you note, people use them when they don't need to. I think they should be tied to the computer in a way that kills them when you shut off the car. Then they have to be consciously be turned on again, not just left on.
