I see the fog light in rural vs. urban area in the complete opposite way.

The illumination from the fogs is confined to a fairy close distance to the vehicle (as you noted, it does add some extra light to the sides). In urban settings, your general speed is slow enough that you CAN react to "things" that are now seen as a result of the fogs. Whereas in rural areas, people are driving faster. Thus their reaction time/response cannot "address" those obstacles that show up in the short distances illuminated by the fogs. By the time they've seen "it", it's usually too late to react.

For those drivers (the majority?) who use fogs w/o any real thought, I see it as a lack of consideration for other drivers. That was not mean to offend you, Noel.
