When the Japanese started gaining ground in the US (think the '70s and '80s), Detroit didn't do anything they needed to do. And as the Japanese and European makes grew in share, Detroit still turned out the same stuff, doing so even when an increasing number of people clearly preferred the imports. That's a management issue, and in my estimation so was not having a product mix that was prepared for $4/gallon gas.
The unions were also too greedy, expecting permanent benefits and all but cradle to grave security. And let's face it, union labor has frequently managed to deliver less than great work--in many industries.
The problem the automakers face today has a lot of moving parts, and all require attention if it is to be fixed. I don't like Japanese cars, but they way the Japanese automakers have done business is proof that the US approach hasn't worked. Their cars aren't what I like to drive and have their own set of shortcomings, but notice how they aren't on the ropes waiting to fall down and get a 10-count.
Detroit never learned the Third Rule of Holes: When you dig a deep enough hole, it may become your own grave.
