Help me decide on a tire strategy (not a specific brand

I've been thinking of tires recently and have come up with a new way of thinking. I'd like some second opinions on it.
It snows a few times here. Often, it's light, 2 inches or less. There's never more than a moderately deep (4-5 inches) snowfall once every 1-2 years. Many would use all-season tires.
My new thinking is some people are using low frequency of snow to justify less than optimal tires. Why not use the proper tires that match the worse case snowfall? In this case, use the best winter/snow tires available as far as traction on ice and plowing through snow. (Some advertised brands include the Bridgestone Blizzak WS60 and Michelin XIce Xi2 but the exact models and companies are not important for this discussion). How would you feel if you damaged the car because of less than optimal snow tires?
If one accepts the above conclusion, then they need separate tires in the summer. In that case, why not get better performance tires rather than all-season tires as one is going to change them anyway during the winter. The main reason for all-season tires might be that their treadwear rating is higher (often 400 versus 180-240).
So from a safety standpoint, is there no better combination that the best winter tire from a traction standpoint in the winter and the best performance tire during the rest of the year? (I suppose the best combination is too expensive, i.e. have separate winter cars for snow and for just cold/no snow).
