I don't see anything about transit registration, etc. on the Vermont DMV website. And many registration transactions can only happen at the main office in Montpelier... The registration form, which you can find online, requires a physical VIN verification,
having said that, call the DMV at 802-828-2000 or email at CommissionersOffice *at* state.vt.us to get answers to stuff you can't find on the website. That would be the best place to get more than our speculation.
But of course, we all want to know what the answer is ;-)
