I can't answer your questions, but I can (re)assure you that your experience is pretty similar across all small business. Small business is largely reactionary - waiting until the last minute, making choices, and getting the most they can out of every situation. Most small business simply don't have the financial resources to make long term plans, as they cannot recover if the situation changes prior to the plans being realized. I've been involved with a number of small businesses, and they more or less all operate this way. There may be some long term goals, but they're broadly defined, and the path to get there can change at any moment.
If you want planning and stability, medium and big business is where you want to be. These types of organizations are willing and able to sacrifice maximum efficiency for maximum stability. Totally different world...
