I'm from the Asheville area so I know the weather you mean. Yes, chains or cable will help a lot in a pinch. The cops and mailmen use them up here when it snows. I can safely say that the mail trucks wouldn't get up my old driveway without them but they chug up nicely with them on.
I suspect the type of tires you have to start with will still be a big factor. I drove a Camry back in Asheville with chunky all season tires and it was okay in the snow, while the performance oriented all seasons on my 9k would be a dissaster in it.
The downside to the chains or cables are a top speed of about 30 mph and they're not a treat to put on in the wet and cold if you don't have a garage. Check the legality in your state too, though I bet the cops would have other things to handle down there in that kind of weather. Basically if you want to use them to get through some snow to your brothers house a couple of times a year, I say go for it.
