afaik, most rollovers are single vehicle accidents (or result of avoidance)... I think what Noel may have been referring to is any car moving sideways is going to be more likely to roll (way more friction all of a sudden) than if it's going forward (in which case the wheels regain traction + roll)... I doubt the direction of the front wheels (from a steering position) would make much difference once a car is already sideways... of course it's most likely a matter of driver error that the car got that way to begin with...
in terms of impact, I think the forces generally aren't as bad in a rollover, and survival rate is generally higher + maybe that's why there is less (popularized) testing of roof structure... but that said, historically, a lot of cars, American in particular, have pretty weak roofs that do collapse, so that is dangerous! Like I say, a high school friend of mine was killed. years ago, the big 3 worked hard to prevent roof standards from being toughened...
