It sure sounds like a power supply issue to me.
You didn't say you bought a new power supply to go with this build, so I'm guessing these are some power supplies you had laying around. Forget the 300 watt power supply, I would guess that no new motherboard would run properly off that. The 500 amp unit may not be big enough either, because the ability to power your pc is highly dependent on the 12V rail amperage. Cheap (or older) power supplies may have low 12V rail amperage, not enough for a modern motherboard. What's the rating on the Dell psu?
How many 12V rails does the 500 watt psu have? Good ones these days typically have multiple rails.
I'm no pc expert, but other thoughts that come to mind are what else do you have installed in the pc? Graphics card, wireless, sound card, etc?
In other words, need more info. What are your build specs?
I'm sure others with more computer knowledge will chime in.
