I have two Gigabyte mainboard PC's and the recent vintage ones need 500+ Watts just for starters. They also use the 6 or 8 pin connectors (look for Xeon power adaptors at Frys or some such).
Also, could it be that the mainboard's BIOS revision does not agree with the CPU? i.e. if the CPU is really new and the BIOS does not know about it, you may have to beg/borrow/steal an older compatible CPU, flash new BIOS, and insert the latest one.
Also, it could be a mis-aligned CPU on the AM-3 socket.
Try to 'power up' with no video, no hard drives, no nothing. See if you at least get a boot.
TRIPLE check the power header connectors to your case. Where the power/reset/HDD/what have you lights go.
Gigabyte boards are awesome so just go slowly and methodically. Start by verifying the BIOS level of your board supports the Phenom II installed, and take it from there.
Last thought. Is your power supply main ATX connector 20 or 24 pins?
