The slowly spinning cpu fan is a classic symptom of not plugging in the separate 4-pin power connector. Older power supplies will have a 20 or 24 pin connector (sometimes split into two, but connecting side by side). Newer ones have an additional 4-pin connector that goes elsewhere on the board (exactly where depends on the board). The new Dell power supply should have it, but perhaps you didn't see it and therefore did not connect it. Nothing will work without it.
In regards to the comments about how much power is required, while it's true that the computer will draw far less than the maximum rated power of any supply, what's important is not the total rated power, but the rated power of each power rail in the supply (multiple instances of +12V, +5V, -5V, etc). A typical 300 watt supply will not meet the minimum requirements for EACH separate power source. Some 300 watt supplies will, but it's a potential problem.
