My wife is a dog trainer, so asking directly would get much better information than my take, but: (1) both the breeding and the breeder's handling of the puppies are important -- some breeders border on puppy mills with no real care for genetics and the puppies are sold too soon, before adequate development and socialization (2) don't take too much from breed generalities (we have border collies and have had springers, and most were fine dogs, but a couple were not) the actual pedigree (who's the father/mother/grandparents) is important, too, "interview" the breeder and have a contract to send the dog back, in case the dog has uncorrectable problems; (3) there are reasons dogs are in shelters -- often problems in their behavior -- so see if you can consult with a local trainer for advice and maybe even a look at specific dogs; (4) they're dogs; don't expect them to respond, learn, do things like people; (5) there are "reward based" trainers all over the country, and that sounds like it trains the dogs and their owners together, better than "punishment based" training -- if you condition a dog by hitting it with a rolled up newspaper, you may just be creating a dog that's afraid of newspapers, instead of what you intend.
