Just because I modify my car--remap the ECU, improve the suspension, etc.-- doesn't make me a bigger risk. It did when I was young--I did some crazy stuff, but that was then, this is now. OK, I do "speed" (typically 10-15 over on limited access roads), but not when it is dangerous to others and I use appropriate following distances, keep a buffer around me, pay attention, use both hands, etc.
My point is that while my car isn't stock, it doesn't mean I drive dangerously, so insurance should be tied to how I drive, not what I'm driving.
Some insurance companies "get it" and don't hose 50+ guys who have a toy car like a Porsche or Corvette until the guys have demonstrated a tendency to misbehave. Which is how it should be.
So OK, hit the 19-year old in the WRX or modified Civic with a high rate. But if he behaves, reward him with a better rate.
