If you connect a device to your router using wired ethernet, rather than wireless, does everything work fine for that device? Nice high stable speeds? If so, I'd be focusing on your wireless setup, rather than blaming AT&T.
You live in a condo? Have you tried surveying what channels your neighbors are using to ensure that you're not using the same channel they are? Interference from your neighbors' wireless setups will cause exactly the sort of problems you're describing.
Do you have security set up (WPA; WEP is worthless) on your wireless, so that you are confident that your neighbor's kid is not piggybacking on your network to download movies using bittorrent?
Are you absolutely sure that all of your devices are using DHCP (none have static addresses) so that each has its own IP address, different from all the others? If you have multiple devices with the same IP address, you'll confuse the hell out of your router, and often get symptoms similar to what you're describing.
What's the MTU of your router set to, anyway?
