Chasing returns based on past performance of actively managed funds is pointless. There is no reason to expect that just because a fund has outperformed in the past that it will do in the future - in fact there are statistics to show just the opposite.
With Index funds you know you will be getting the market return at the lowest possible costs. In any given year, by definition, half of actively managed funds will beat the market and have will trail it. But over a number of years the index funds will end up beating the majority of active funds, as Bill references below.
Asset allocation (fixed income vs equity, domestic vs foreign) is important because that will reflect your risk profile. Setting an asset allocation will also help guide your investing and stop you chasing the next big thing, just before it flames out.
Try the Bogleheads website for sensible index investing advice - there's a good reading list on there too.
