You will need to locate the routing of the 120VAC feed from the basement mounted relay to the overhead fixture, then intercept that feed with a new wall box in which to mount the dimmer. With luck the 120VAC power and 24VAC control may run parallel to each other within the same joist holes (this would have made things less confusing for the installing electrician). Installing both the touch panel and dimmer immediatley adjacent to each other will be the right way to do this.
There might be companies such as Lutron that even incorporate low voltage switching and dimmers within the same switch body since this control method is still common in commercial buildings.
