that's a good idea with the fibreglass drywall tape. I've used por15 to saturate normal fibreglass cloth also. Works really well. It's actually a technique POR recommends. The whole mess bonds together... doing a floor, I left some patches of the cloth unpainted with POR so I could then soak the fibreglass resin through them to cloth on the other side of the hole in the floor... so the resin + POR are structurally connected through the cloth and on both sides of the repair... it's really strong...
but if the rust is happening inside a sill, it's gonna be really tough to POR properly it without spray equipment and a lot of patience! The rust will keep progressing in a situation like that. Oil spraying will help delay the inevitable...
