You can find it by googling it and ordering it directly from the manufacturer. They have a starter kit that has everything you need. After cleaning the rust out, I paint this stuff on and once it becomes tacky, I press the fiberlglass drywall tape you can buy at home depot into it to make framework backing for the repair, then coat that with more POR-15.
This stuff dries hard like liquid epoxy. Once it dries overnight, you can then build your final fiberglass repair over the hardened framework material. Large repairs I made to rear inner fenders near the gas tank (where welding would be expensive due to the need to drop the gas tank) have held up for about 5 years now, so needless to say, I am a fan of this product!
