My insurance company, USAA, has a great reputation. They use a valuation company that some claim markets itself to insurance companies because they low value cars.

The valuation company, CCC, appears to play tricks to low ball values. They cherry pick low value "comparable" cars and refuse to include higher valued ones. They also give variable weights to the comparable cars. However, the weights keep changing to get their predetermined target value. To me, not legal.

In my state, they have to pick cars within 150 miles unless mutually agreed upon. However, CCC won't agree even if there is another car very close to your car as far as specifications.

In the end, USAA stuck to their guns in using CCC. However, they said I could keep the car and substantially lowered the salvage value so the check I got was higher. This smells like politics because the USAA representative wanted to close the file but the company lawyers (they did get involved) didn't want to back down using the dubious valuation.
