First you need more attic insulation. The colder the attic, the less the snow on the roof melts. But what to use depends on what's already there. Next you need soffit vents. I have to do this, too. The approach depends on how your soffits are constructed, but this is an important part. Your attic should be cold, and soffit venting helps keep the roof colder so the snow doesn't melt as quickly and form ice dams at the eaves. I have good insulation in the attic but need more.
Heating wires are a bandaid on the problem. People use them here in NH, but more seem to use metal sheets that go up the roof 2-3 feet. The ice dam may still form, but it can be broken off more easily.
I rake my eaves after every storm, going back 2-3 feet. I have Ice and water shield going back about 6 feet. I still get ice built up at the edges but it's a lot better since I added a foot of insulation to the attic. If I don't rake I get some sizeable dams.
