Oh yeah, if this is the first year in 13 that you have ice dams, I wouldn't worry about it. Lots of people here get them annually! If the snow stays on your roof, you're probably reasonably well insulated for your climate.
re accessing with a rake... I know others have not advocated climbing on the roof, but imho, from the picture, accessing the flat roof would seem to be the smartest way to do this... or at least that is how I would do it. Only issue is if you are concerned about damaging the integrity of the flat roofing by walking on it (torch on membranes are expensive due to the high insurance costs for the installers). You could set a sheet or 2 of scrap plywood on top to redistribute the load (if that is a concern). I've removed snow off sloped roofs - you have to be very careful. I would definitely stay off your main sloped roofs in winter. Those are steep.
