If there's nothing in her employment contact about it, she's out of luck. And even if there was something in her employment contact about it, she'd be out of luck too as it's almost certainly going to say somewhere in there that they can change any policy at any time. I know my employment agreement has commission structure, where I could work, etc. all laid out very clearly, but completely pointlessly due to the "change anything at anytime" part. I suppose if you feel you have some leverage when joining a company you could negotiate these points more firmly.
I'd advice her to complain to her manager but to cool her jets. It sounds like this is a knee jerk reaction that a lot of people are going to be unhappy about, and often in these situations the pendulum swings back the other way after a while as they realize the importance of these benefits, moral and productivity declines, they lose a couple good people, etc. If not, then I guess it's time to look for a new job, as much fun as that is.
