Ideally one should have at least a 3 second lead time on the highway, and in doing so, one should almost never have to brake. That said, I regularly drive in Montreal, where drivers notoriously cut each other off. Tail gating is the norm there, but it's funny because one really doesn't need to even there. If the autoroute is packed, it's probably not moving fast, so the space between cars can be less to have an acceptable reaction time. The core autoroutes have low speed limits anyway (that are often significantly exceeded), largely due to some tight corners/many ramps and people need to "cut" to hit the right lanes. If it's moving fast, then there is space to be found... I don't worry too much about people cutting in front of me - if I'm going where I want to go at a speed I'm happy with, then it doesn't matter who is in front of me. Cars can really only cut in front of me if they are driving faster than me which would be an indication I am in the wrong lane if it happens often... or if cars are frequently cutting in front of me at a lower speed, it is an indication that the road is starting to bottleneck anyway and I must be driving too fast... I rarely need to touch the brake, and even then, it's mostly just to turn on the brake lights to communicate rather than to slow down.
That said, I do find myself adjusting my speed more often in Montreal to make space behind me (vs tail gaiters)... slow down a little, then accelerate into the space. After a bit of that, they usually back off enough to provide themselves some reaction time if I need to stop fast. I'm not a slow driver, usually in the left lane, and so if I am tailgated, it is not because I am keeping them from the open road ahead! I move over if there is ample space ahead and someone is coming up behind... some just need to follow closely to either 1) feel they are going at maximum speed ("move outta my way!"), or 2) pretend they won't get radar gunned and get a ticket. I suppose there is a "3) just plain dumb" also. Ha! But in all seriousness, I've rarely had much of an issue on any freeways I've driven in North America.
Actually, the one really annoying driving thing that I have run into... catching up to 2 cars (friends?) driving side by side on a 2 lane each way divided highway. For miles and miles, refusing to separate with miles of open road in front and behind! Spending more than 2 seconds in a blind spot is dangerous and stupid. I really do not get the slow left lane drivers thing! Or the folks who only speed up when you pass them... they should be doing the opposite to be safe (and in fact I do slow down if I'm in the occasional situation where a truck is passing me, as they never pass fast enough)...
I suppose I'm ranting (and perhaps preaching to the converted!)...
