CA laws may be to encourage replacing older and emissions dirtier cars.
Michigan bases their registration fees on a percentage of the MSRP of the vehicle when new, then decreases the percentage each year for set number of years. My gripe is that they do not continue the decreasing schedule long enough. Plating the car as a Historical Vehicle severely restricts your ability to drive it. Police love the Dream Cruise held annually in the northern Detroit suburbs because they can easily nail the owners of cars wearing historical plates when driving in the local communities on days other than the Official Date of the Cruise.
You get a huge discount in registration fees but you effectively cannot drive the car anywhere. What is the point of that?
