Or if the seller is really a saint he'll let you keep his plates long enough to drive home. If you have insurance and a dated bill of sale it wouldn't really increase his liability, but he will need to turn in the plates to show he no longer owns the car to stop paying taxes and insurance so it's understandable that a seller would be reluctant to do this.
