It is the billed rate, yes. My total bill with a ~10-15kw nightly charge for the EV runs about $100/mo. Examine the link below for pretty much exactly what my bill looks like... we don't have any of those per kwh charges here - just one line that is kwh x rate. Sorry you get hosed!
