It's an excise tax in its execution, as in it is charged at a fixed amount per unit. MN's pay on average a little more than $200 per year in state gas taxes, which are dedicated to roads and bridges - so the $75 falls short. Electric cars are heavy and arguably cause more damage to roadways than say a regular Camry/Accord/Appliance. Traditionally, heavier cars have used more fuel, helping offset the greater damage to the roadway - clearly not the case with a Tesla. Many electric companies are installing separate service panels for electric vehicles to control the demand and to allow for different electric rates. They should include a surcharge (excise tax) per KW/H. Electric vehicle drivers are currently getting a sweetheart deal when it comes to paying taxes.
