I found this in my search of answers to your problem. I am from Sacramento, originally, and can remember how frustrating it was trying to keep up with what the Fed's require and what the CA. EPA require. Show this to your "local cop" and see what he says. Good Luck

A New Exhaust Law was put into place January 1, 2019 for California Residents, which States: "New California Law for 2019. As of January 1, 2019, a modified exhaust on an automobile or motorcycle, excessively loud, can no longer be cited as a correctable violation. Jan 7, 2019
