similar law passed in CO a few years back, mostly aimed at Harleys who put louder free flow exhausts (as if stock Harleys aren't loud enough) . It takes the burden off of a cop to measure decibels, cop can just issue the ticket and if it's a legal exhaust it will be epa certified and the vehicle operator can produce proof of certification.
I personally did some of the groundwork to help get a law passed in CO to fine the so called "coal rollers" miscreants who modify their diesel truck to bypass emissions controls and produce thick black clouds of smoke, they would pay up to several hundred $$ to make the modification - if they get caught they now pay a fine and have to get the vehicle returned to stock condition, I have zero sympathy for people who modify vehicles to produce more emissions and more noise.
