motorcycle noise laws vary by state, listed in the link below. some states have none. CA, CO, FL and OR have the epa certified exhaust requirement, in an effort to control/reduce excessive noise but agree it likely is still difficult to enforce and some municipalities choose to ignore the law. But burdening law enforcement with taking sound measurements with a decibel meter is not realistic, as the accuracy of the readings can be easily challenged. I think some states require motorcycles to be under 88 decibels (might be the EPA advised level) and I thick I recall a stock Harley emits 80 decibels.
I rode Hondas and an 850 Norton and the Norton had a nice exhaust level but nowhere near what some of the modified Harleys admit.
In CO the law to prohibit coal rollers gained momentum owing to I recall a political event in Steamboat Springs where a coal roller deliberately blanketed some attendees in a thick cloud of black diesel smoke, the victims called local law enforcement who claimed they could do nothing to ticket the vehicle owner, the whole episode was filmed and reported on statewide local TV networks.
