I'm not in California but I read about the new law and it's interesting. I think the cop is confused. It's not an emissions issue, anything after the cat doesn't need to be CARB certified. It's a noise issue. If you disagree with his assessment you can go to a noise referee (seriously!!) and if you get the ok from them they drop the ticket. You can read about the procedure online and get noise meters for your phone that should give you an idea if you'll pass, but it's hard to imagine you wouldn't with a decent aftermarket system. Not sure if manufacturers are or are going to be able to offer some kind of pre-compliance sticker. The cop is actually supposed to test with a sound meter too which I'm guessing he didn't, so you could presumably contest that at a hearing instead but if you think you'll be below the 95 decibels the referee is presumably the way to go.
