Drivers seeking to turn right on red NEVER look to the right. I'm a commuting cyclist in the mornings (in my Aero in the afternoons), and in my experience, it's better just to wait until there are no vehicles present at the corner before attmepting to even walk a bike across the street WITH the light.
OTOH, if I get to the corner first and the light is red in front of me, in the city most motorists queue up behind me to wait for the light to change - they don't pull up alongside and attempt to go around to turn right on red. Maybe it's my strobing red rear light and screaming yellow jacket, and the visual "heaviness" of my fatbike. If I know it's an intersection with tons of traffic, I tend to pull over on the right curb back from the corner, and let the right-on-red crowd go by.
Of course, in general, far too many drivers are fixated on their infotainment systems these days figuring that their car's "automatic" pedestrian-non-execution-system will keep them honest, but that's nothing new...
