The have to be compared on the same scale or there would be no basis to show that truck/suv's etc. flip over more often then cars. The entire idea of these test is to show people how all vehicles do in accidents be it a 2000 lb kia or a 6500 lb hummer (eeeeeek). This "should" make the auto manufacturers more aware of what they are building & not make their trucks so top heavy (sometimes wider is better).
Just look at what the govn't crash tests (35 moh offset) has done to cars. ALL makes (well, almost) are performing much better in these because the manufacturers do not want to be the losers.
I just wish the tests were stricter then measuring this & that along with a few calculations. Somehow, they need to actually test the vehicles as well as actually testing the actual strength of the rollover cage. Like putting the cars/trucks on a somethingorother which moves the vehicle sideways at 55 mph. THen stopping & causing the vehicle to roll over numerous times. measuring the # of rolls as well as the amount the roof decreases in heigth would be very very helpful
