Since the exchanges below, we put the wheels back on the car and drove it. The car rolls just fine and the drag isn’t apparent with the mass of the car pushing the wheels.
A short 2 mile drive at 25-35mph braking mostly with gears showed no excess heat in the front wheels. The same route braking normally heated up the front wheels but you could still hold your hand on them. Successively longer drives improved things and now 20-30 miles at highway speeds doesn’t heat the front wheels.
I’m not a big fan of solving mechanical problems by ‘breaking them in, but it seems to be the trick in this case. I like the wheels to spin right when the car’s still up on jacks and just back together, but maybe in this case one of those caliper piston seals or pivots need some exercise, or maybe the pads, while in spec, needed a hair’s width taken off.
