From what I know, it provides 3 functions.

1. It helps the transition of the fuel/air mixture between the main body of the carb and the manifold.
2. It provides a source of vacuum. Used for sure on the 96 for the brake booster but of course, not on the Sonett as it doesn't have a brake booster. It's also a place for the PCV to screw in- see picture below with PCV on the left and brake booster connection on the right.
3. A way to move the carb up a bit from the heat source (engine) to prevent vapor lock. Yes, it's made of metal but it's thermally isolated a bit by the upper and lower gaskets, it it gets the carb up away from the engine, which, I've always surmised, provides better airflow hence cooling.

Some people struggle with Webers and vapor lock due to heat soak. Carb suppliers have an isolator you can buy made of bakelite or some such plastic to provide even more thermal isolation. Had that problem on a '68 Deluxe and had to result to the isolator to solve it.

I've never known anyone to run without the intermediate plate.

Attached are pictures of the 96 and the intermediate plate. I hogged it out to match the Weber throats.
