For shipments to the US the shipping company is responsible for the tariffs. Most shipments they will notify you and give you amount to pay them and then they release the package for delivery.
In my case it appears DHL was calculating tariffs in house. When I notified them of what tariffs should be with the proper tariff codes for each item in shipment they changed charges to me.
