Thanks, BobD, for the tips. FedEx has an online form to fill out to dispute tariff charges, but that form is geared to businesses that have a FedEx business account and are importing things for their business. For us individual consumers, I finally talked to someone in their billing department and got the details on how to approach this as an individual. I am including that here for others to save you time of waiting on the phone.
That person was able to look up my tariff payment invoice number via the order tracking number. He told me to send the dispute information to dutytaxdisputes@fedex.com with the invoice number in the Subject line and the body of the email describing the situation. I described the contents of my order, the HTS code 8708.30.5090 for brake parts, and that the tariff on that should be 15% plus any other fees and that what I was charged was much too high.
I received an automated reply from FedEx's US Duty and Tax department that they had received my request and provided a reference number for follow-up. The email said it could take 15-20 business days to be processed. So now...I wait.
