In my case, FedEx did not hold delivery. They delivered the package and billed me for the tariff after the fact...about 2-3 days later.

I guess I had the opportunity to dispute the charge before I paid it and then it would have all been in review status for however long it takes until I got the new lower tariff rate. This being the first time I had dealt with it, I automatically paid the bill being unaware that I had the ability to dispute it at that point. That is why I am documenting it here so others in the future know they can if the tariff amount from FedEx appears to be too high.
