Regarding the Chinese-made Tech2 clones: I have learned that if you're going to do your own work on these cars, then a Tech2 clone is pretty much mandatory, and will save you huge money the first time you need something fixed on a 9-3SS. I learned this the hard way with my first 9-3SS. When a shop will charge $120 just to plug in the tool (I'm not arguing about shop costs here, BTW), it doesn't take long to pay for the tool.
Beyond that, you'll need a PC (an old clunker is just fine) to interface the Tech2 to for the security access that these cars need for many function changes. You have a couple different options for that: TIS 2000 or Global TIS software to run on said PC, or: Orio (Saab parts) has an online version of the TIS (Technical Information System) that one can pay 40 Euros/day for the same access.
What's nice is that you can program most of the car's functions, add key remotes, control modules, add or delete options and functions, and much more, and the tool works on the older 9-3s and 9-5s, as well.
