which 900 series?
some claim the later ng900 cars are quite reliable. I haven't owned one, but they are cheap to pick up used... ask on the ng900 bb... c900 is a different story... we have 2 of them + they are awesome, but the decent examples seem to be starting to go up in price + ownership nowadays is more akin to classic car ownership (diy work, occasionally more effort finding parts etc) - great cars, but maybe not optimal for a college student... parts are substantially cheaper than for a 9-5 - it's just that it's likely there will be more of them to fix on a 20+ year old car!
in the end, it's all about finding the right car that checks out with a mechanic. records are really helpful. regardless of what he buys, he should save some of his money for repairs to make it "right" (inevitable on a used car)...
that said, I'm not the best advice here... I didn't own a car until well after university... it just didn't meet my needs + I could own a nice mountain bike much more cheaply than a very basic car... of course that all depends on the specific situation... good luck!
